രണ്ടാം ലോക മഹായുദ്ധത്തിനു തൊട്ടുപിന്നാലെ യുദ്ധാനന്തര കാലഘട്ടത്തിൽ "പ്രോജക്റ്റ് റാൻഡ്" ("റിസർച്ച് ആൻഡ് ഡെവലപ്മെന്റ്" എന്ന പദത്തിൽ നിന്നാണ് റാൻഡ് ഉൽഭവിച്ചത്) എന്ന പേരിൽ റാൻഡ് കോർപ്പറേഷൻ രൂപംകൊണ്ടു.[8][9] ഭാവിയിലെ ആയുധങ്ങൾ ആസൂത്രണം ചെയ്യുന്നതിനും വികസിപ്പിക്കുന്നതിനുമായി യുണൈറ്റഡ് സ്റ്റേറ്റ്സ് ആർമി എയർഫോഴ്‌സ് പ്രൊജക്റ്റ് റാൻഡ് ആരംഭിച്ചു. അതിൻ്റെ പ്രധാന ലക്ഷ്യം ഭാവിയിൽ ഏതുതരം ആയുധങ്ങൾ ആവശ്യമാണെന്ന് കണ്ടെത്തുകയും ചെയ്യുക എന്നതായിരുന്നു.[10]ഡഗ്ലസ് എയർക്രാഫ്റ്റ് കമ്പനിക്ക് ഭൂഖണ്ഡാന്തര യുദ്ധം സംബന്ധിച്ച ഗവേഷണത്തിനുള്ള കരാർ ലഭിച്ചു.[10]
